A Governance Architecture for the Authority Layer of Critical Infrastructure Resilience
A system can remain technically intact and still fail — if the authority to direct it collapses.
ADIPEC 2026|Paper: The Invisible Domino in the Maritime & Port Ecosystems · 5 November 2026
ASR is presenting findings at ADIPEC 2026 on 5 November, addressing port and maritime resilience dynamics through the pivot-domino framework and the Karachi Port validation.

Designing Critical Systems for Continuity Under Permanent Instability
Instability is not an event to recover from. It is the operating condition to design for.

Port ecosystems are conventionally hardened around physical assets — cranes, berths, gate infrastructure. ASR’s Karachi Port validation demonstrates that the actual pivot domino was the WeBOC customs documentation system: a digital-institutional node whose failure would cascade the entire physical operation without a single physical asset being touched.
The paper generalizes the finding to the maritime and port sector globally and presents an operating protocol for identifying invisible dominoes across digital–institutional boundaries.

Helpful for executives responsible for digital transformation, integrated operations centers, business continuity, cyber resilience, and critical infrastructure. Broader commercial validation, software maturity, and additional industrial deployments will be milestones to watch over the next several years.
